Error Code 31. This device is not working properly because Windows cannot load the drivers required for this device. You may face this issue if drivers are not updated.
However, before we proceed I would require some more information to assist you better.
1. Did you make any changes to the computer recently?
2. Is this device working on a different computer?
3. Which Fixit have you tried?
I would suggest you to try the following methods:
Method 1:
Follow the troubleshooting steps from this Microsoft article and check if it helps:

Method 2:
Follow the steps given below to reinstall the phone driver from the manufacturer website:
1. Uninstall the phone related drivers from the Control Panel/ Program list.
2. Go to Device Manager with the phone attached. You should see the device with a yellow triangle warning of an issue. Right click and uninstall.
3. Now remove the USB cable, switch OFF the phone (press and hold POWER until it switches off) and plug in to a different USB port.
4. This should load drivers again (give it some time!). Make sure the phone is unlocked when you try and access it (first time).

Method 3:
Check if usb.inf file is missing.
1Go to C:Windowsinfusb.inf.

2. If you don’t see usb.inf just copy that file from other Windows 7 machine and rebooted the PC.
3. If you have usb.inf, rename the file to usb.inf.old copy that file from other Windows 7 machine restart the PC and check.
